A superb plate with a bit of history attached to it made by KPM Berlin around the early 20th century. The reticulated rim design is taken from the famous Japanese Service first commissioned by King Friedrich the Great and designed by Friedrich Elias Meyer in 1769 for the Japanese house in the park of Sanssouci. The original plates would have had a Chinoiserie scene in the center which on this plate here has been replaced with a Watteau type scene of a couple in a landscape surrounding. Same rim design just a different center design.
I happen to own one from the Japanese Service if you want to see the difference. The reticulated rim painted with elaborate orange flowers and gilding and a bit of light yellow ground color. The plate is marked underneath with the under glaze blue scepter as well as the red orb mark, a gilder's mark as well as the usual impressed marks of the period as shown. The piece is 1.5 inches tall and 9.5 inches in diameter.
